Q1 What is MNP?  
 
Mobile Number Portability (MNP) enables a mobile Subscriber with either pre or post-paid services to retain his/her mobile number (Inclusive of Prefix) when changing network Operators. MNP is an important mechanism to enhance fair competition among different cellular mobile telecommunications Operators (CMTO) and to improve Subscriber service quality.
 
     
Q2 Why is MNP being introduced?  
 
There is a new law that stipulates that customers must have the option to switch networks whilst keeping their existing numbers.
 
 
 
 
To date, customers have been reluctant to change their network, as this would mean a change in their mobile number. MNP means you can now keep your number for life, regardless of the network that you are on.
 
     
Q3 What do I need to know?  
 
The process to follow if you choose to keep your number when moving to a new network is generally the same for each network and service provider. However, there might be some small differences which could include the cost of porting your number or where you should go to port your number.

You should check the website of your existing operator i.e. Instaphone or, call their customer service centre or visit nearest Instaphone Service & sale Centre to get the accurate information on how to port your number before making your application. Q4 Do I have to fill in the Customer Porting Request Form?

Q5 What are the required documents / prerequisites for a subscriber to port the number ?  
 
   
Original valid identification (NIC, CNIC, NICOP, or passport in case of a foreigner)
Duly filled Customer Port In Request Form
Identification of the authorized signatory in case of a corporate number

Q6 How can I ensure that the porting of my number goes smoothly?  
 
If the information you provide exactly matches the information in your old carrier account, and no other account ambiguity then your port should go smoothly with no delays.
 
     
Q7 Can I keep my ported number if I move to another city?  
  Yes  
     
Q8 How often can I port?  
 
The official time period mentions in Mobile Subscription Period (details follow), but if you are a postpaid customer you will remain responsible for any outstanding balance on your subscription.
 
     
Q9 Does Mobile Number Portability mean that any service provider or network operator I approach must accept me as a subscriber?  
 
No, it doesn’t. The prospective service provider/network operator may choose to accept or refuse your application based on the agreed requirements.
 
     
Q10 Can my number be ported without my permission?  
 
No. Only you can request a port. If an unauthorized port does occur, contact your normal service provider as soon as possible so that the port can be reversed.

  What is the “Porting Process?”  
 
   
The subscriber shall choose a new network operator (referred to as Recipient Operator).
The subscriber shall fill out and submit the prescribed Porting / subscription application form (Customer Porting Request Form) to the Recipient Operator
Present original primary identification (CNIC / NIC / valid Passport – incase of a foreigner/ NICOP – For oversees Pakistanis) to the Recipient Operator.
Mobile number Handset (ESN Code) to be ported may be required to be presented to the Recipient Operator on the spot for verification purposes only.
In case of Corporate Subscribers, the company / organization shall submit a copy of the primary identification of the Authorized Signatory along with a request on the Prescribed Porting request application or company letterhead duly signed / sealed requesting porting of number (s) issued on the name of the same company / organization.
The Recipient Operator and the Donor Operator will process the porting application and in doing so, the porting request may be rejected or put on hold due to various reasons.
In case of rejection or hold, the Donor Operator to settle the financial, contractual any other issues / reasons related to the said rejection or holding of the porting request
The subscriber may also contact the Donor Operator to settle the financial, contractual or any other issues / reasons related to the said rejection or holding of the porting request.
 
     
Q12 What is the porting fee charged to me?  
  Standard pricing for new connection applies.  
     
Q13 How long will it take for my number to be ported?  
  Number porting time for both the prepaid and postpaid subscribers will be 4 working days (excluding hold time).  
     
Q14 Can I port a number with outstanding dues?  
  No.  
     
Q15 Can I port a disconnected number?  
  No, only active number can be ported  
     
Q16 Can I cancel my port request after one day?  
  Yes  
     
Q17 After successful porting can I come back to donor operator?  
  Not before 60 days have passed  
     
Q18 Can Recipient Operator offer any special package or services to the porting or ported subscriber?  
  No  
     
Q19 Is Recipient Operator liable to pay / refund the cancellation fee of porting processing?  
  No  
     
Q20 What is the procedure of Number Porting Request Cancellation?  
 
The subscriber shall have the right to cancel the Number Porting Request with the Recipient operator at any time after Number Porting Request acknowledgement message has been sent to the Recipient operator and before NPRFS message has been sent to the Donor Operator. However, the recipient operator may not be liable to refund any fees deposited by the subscriber for porting processing
 
     
Q21 How can I get my postpaid account status after porting out?  
 
After porting out with the bill clearance from the Donor operator (Current operator), you will get the account status from the Recipient Operator (New operator)
 
     
Q22 Can the Donor operator hold the porting request?  
  The Donor operator may hold the Number Porting Request due to any of the following reasons as unanimously agreed between operators:  
 
   
Close of business
System outage
Settlement of contractual obligations
Settlement of billed and unbilled amount
 
     
Q23 Can I get back after porting to the previous operator in few days?  
  No  
     
Q24 What is the “Minimum Subscription Period” (MSP)?  
 
The subscriber shall not be allowed to port out a number for up to 60 days, after any newly activated numbers, ported –In numbers with a change of ownership processed. The start of minimum subscription period (MSP) shall be determined by any one of the following:
 
 
   
Either the date the customer loads the first card in case pf prepaid
From the generation of first call from the postpaid number
The activation date as captured in CMTO CRM
 
     
Q25 Can I port out a number that is Identical on Recipient and Donor Operators?  
  Yes. The prefixes would bee different as you would retain the donor operator’s prefix  
     
Q26 Can I port more then one number at a time?  
  Yes  
     
Q27 Can I port out prepaid number with a balance?  
  Yes, but account balance will be lapsed  
     
Q28 Is Number Portability allowed on Regional Basis only?  
  Porting shall only be allowed within a district such that:  
 

A number having subscription within a district at the Donor’s end shall only be allowed to port if the Recipient Operator also has a number series defined for any location within the same district.

 
     
Q29 Can I get the same service availability with the recipient operator as were with the donor operator?  
 
All mobile services that are currently available with the Recipient operator to existing / non ported subscriber shall also be available to the subscriber in a non discriminatory manner upon porting in. However, it may not be implied that the services available at the Donor operator shall automatically be available with the Recipient operator if these are not already commercially offered by the Recipient Operator.
 
     
Q30 In case of prepaid, Is it advisable to runs out zero balance and then port out the number?  
  Yes  
     
Q31 How can we differentiate the Identical Porting Number?  
  Through Single Access Code (Prefix) the mobile number has been ported out with e.g 0320, 0321 etc  
     
Q32 What are the reasons that a subscriber cannot avail MNP facility?  
  The subscriber shall not be eligible to avail the MNP facility due to the following reasons:  
 
   
The number has not been allocated / issued by the “Initial Licensed Cellular Mobile Operator” to the subscriber.
The number is in disconnected status with the Donor operator prior to the subscriber’s request for porting.
The number that can be ported includes, without exceptions, all numbers for which a written agreement exists between the subscriber and the operator.
The number’s subscription is less then 60 days old with the existing network operator.
A request for change of ownership is already in progress with the Donor Operator or has been processed within last past 60 days of the porting request.
A request for change of number is already in progress with the donor operator.
A number Porting Request for the same number is in process at another network operator.
If the number is involved in litigation and the matter is pending in a court of law anywhere in Pakistan.
On account of non-negotiable binding contract signed with the existing network operator (Donor Operator).
The new operator (Recipient Operator) does not have a number series available in the same district in which the number is subscribed with the Donor Operator.
